                             SCENARIO NOTES

This is a GIUK scenario for 360's Harpoon. A US Carrier Battlegroup
(CBG) has been ordered to take out Arkangelsk as a primary objective
and Murmansk if possible. Orders have been given to both sides so you
can play either the Soviets or the US. The US is on the strategic
offensive but tactically must assume a defensive role for most of the
game. The Soviets are on the strategic defensive but must use their
forces offensively to win. The computer plays either side well.

                             THE SITUATION

The US economy is stagnating. Under glasnost and perestroika the
Soviet economy is thriving (thanks to the entrepreneurial efforts of US
businessmen). The Soviet reputation in the world is on the rise and
the US rep is declining. The leadership of the US decides that
something must be done to help the US economy and stop the Soviets.
The JCS orders a carrier battlegroup into the Norwegian Sea. The
Soviet intelligence community (a mere shadow of its former self)
determines that the US is going to attack the USSR with that CBG.

                             SPECIAL NOTES

This scenario plays well as a knock down drag out run the gauntlet
battle for either side - HOWEVER - if you follow the orders given for
whichever side you choose to play some extra tension is added. It
really doesn't matter if you read both sides orders or not since the
computer player automatically attacks what ever it finds; but when is
anybody's guess. Follow the orders for the side you choose and savor
the tension.

TO: COMMANDER TASKFORCE 16.38

FROM: CHAIRMAN JCS

SUBJ: ACTION PLAN PEARL II

COMMANDER, AS YOU KNOW THE SOVIET UNION'S PRESTIGE AND ECONOMIC
STRENGTH INCREASE DAILY. OUR PRESIDENT HAS DECIDED, WITH THE JCS'
CONCURRENCE, TO KNOCK 'EM DOWN A PEG OR TWO. YOU ARE ORDERED TO
DESTROY AS YOUR PRIMARY OBJECTIVE ARKANGELSK AND AS A SECONDARY
OBJECTIVE ELIMINATE MURMANSK AND AS MANY SOVIET NAVAL FORCES AS
POSSIBLE. HOWEVER THE ATTACK MUST LOOK LIKE IT WAS PROVOKED BY THE
USSR. DO NOT TAKE OFFENSIVE ACTION UNLESS YOU ARE FIRED ON FIRST. DO
WHATEVER IS NECESSARY TO GET THOSE COMMIE SCUM TO FIRE FIRST AND THEN
BLOW 'EM AWAY. DO NOT - REPEAT - DO NOT FIRE ON THEM UNTIL THEY FIRE
ON YOU. IT IS IMPERATIVE THAT THE WORLD PERCEIVE OUR STRIKE AS A
PUNITIVE ACTION. CIA HAS DONE ITS BEST TO CONVINCE SOVIET
INTELLIGENCE THAT WE ARE ATTACKING WITHOUT PROVOCATION IN AN EFFORT TO
GET THEM TO FIRE FIRST. SUCCEED AND YOU'LL GET YOUR FOURTH STAR AND A
HERO'S HOMECOMING. IF YOU FIRE FIRST I'LL PERSONNALLY PUT THE ROPE
AROUND YOUR NECK AND ENJOY DOING IT REGARDLESS OF THE OUTCOME OF YOUR
STRIKE. GOOD LUCK. WE'RE COUNTING ON YOU.

TO: COMMANDER NORTHERN NAVAL FORCES

FROM: GENERAL SECRETARY

SUBJ: US INCURSION/ATTACK

COMRADE COMMANDER, THE UNTHINKABLE HAS HAPPENED! KGB INTELLIGENCE
REPORTS THAT THE US IS PLANNING A SNEAK ATTACK ON ONE OF OUR NORTHERN
BASES, WHICH ONE IS UNKNOWN. I HAVE PERSONNALLY REVIEWED THE
INTELLIGENCE REPORTS AND HAVE MY DOUBTS. THE US CANNOT AFFORD THE
NEGATIVE WORLD REACTION THAT WOULD RESULT FROM A SNEAK ATTACK ON OUR
COUNTRY; NOR COULD IT STAND THE POLITICAL HEAT GENERATED BY THE
AMERICAN BUSINESS COMMUNITY FROM THE HUGE PROFIT LOSSES THAT WOULD
OCCUR. THERE IS NO DOUBT THAT A US CARRIER BATTLE GROUP IS HEADED OUR
WAY BUT IF WE STRIKE IT FIRST THE US CAN STRIKE US AT WILL WITH THE
WORLD'S APPROVAL. COMRADE, EXERCISE EXTREME CAUTION AND GOOD
JUDGEMENT. DO NOT ATTACK THE US NAVAL FORCE UNLESS THEY ATTACK US
FIRST. IT IS IMPERATIVE THAT WE NOT JEOPORDIZE THE ECONOMIC AND
POLITICAL GAINS WE HAVE MADE NATIONALLY AND IN THE WORLD.

GOOD LUCK COMRADE
THE FATE OF OUR NATION IS IN YOUR HANDS
